I'm not sure if the TZ method requires you to put down random civilization spawns, but I did, and I know that they are were I and all the other civs I ended up playing with spawned. I thought putting it spawns for them would be enough, but nope. With city states, and the TZ method (for lack of a better term), you need to manually place them on the map, either with a city you build for them, or a settler.
